The committees will deliver high-quality services aimed at consolidating Dubai’s reputation as a global media production hub.
Dubai has announced the creation of two specialised committees dedicated to advancing the emirate’s film and gaming industries, following new resolutions issued by Sheikh Ahmed bin Mohammed bin Rashid Al Maktoum, Second Deputy Ruler of Dubai and Chairman of the Dubai Media Council (DMC). The move is part of the Council’s broader mission to strengthen media innovation, support emerging creative sectors, and cement Dubai’s status as a global centre for media development.
Dubai Media Council Resolution No. 8 of 2025 establishes the Dubai Film Development Committee, chaired by DMC member Issam Kazim, while Resolution No. 9 of 2025 creates the Dubai Gaming Committee, led by DMC member Khalfan Belhoul. Both resolutions take effect immediately.
Sheikh Ahmed bin Mohammed directed the development of a comprehensive operational plan aimed at accelerating growth in both sectors by delivering world-class services and infrastructure. He emphasised that the new committees will reinforce the institutional framework required to propel two strategic industries that are increasingly central to Dubai’s media landscape. He noted that Dubai is well-positioned for global leadership in film and gaming, supported by cutting-edge digital infrastructure, flexible regulatory systems, strong logistics networks and a strategic location that links international markets.
Mona Ghanem Al Marri, Vice Chairperson and Managing Director of the Dubai Media Council, described the formation of the committees as a major step toward enriching Dubai’s media ecosystem. She said the initiative aligns with efforts to cultivate local talent, attract global expertise and keep pace with rapid industry shifts. According to her, the committees will strengthen Dubai’s competitiveness, create new opportunities for investors and content creators, and support the broader goals of the Dubai Economic Agenda, D33. She added that placing the creative economy at the centre of Dubai’s development strategy will help showcase the emirate’s creative output to global audiences.
The Dubai Film Development Committee will focus on supporting the industry through tailored services, close coordination with stakeholders and expanded collaboration with production studios worldwide. It will also promote talent development through specialised training programmes and platforms designed to help young and emerging filmmakers build their careers.
The Dubai Gaming Committee will work to establish strategic partnerships, boost services and facilitate the growth of the gaming sector. Its efforts will include identifying and nurturing emerging talent through training and professional development opportunities, while also supporting start-ups and encouraging innovation. These initiatives aim to accelerate the digital economy and enhance Dubai’s regional and global standing as a leader in gaming.
The committees comprise representatives from several major government bodies and institutions across Dubai, including the Dubai Media Council, Dubai Culture, Dubai Police, Dubai Customs, Dubai Airports, Emirates Airlines, Dubai Department of Economy and Tourism, DMCC, DIFC and others. Both resolutions require all government entities and relevant organisations to fully cooperate with the committees by providing any information, reports or data needed to support their work.
