The film is co-written by director Ayten Amin and Mahmoud Ezzat in their second collaboration after 'Villa 69' (2013).
Programming will be available for free and will include films, shorts, documentaries, music, comedy, and conversations.
The film festival was initially due to take place from May 12-23.
"Carnival" is the only project from Egypt and one of two projects from the Arab world to be chosen by Cannes' Atelier this year.
